How to get to TSC?

It seems there are some people talking with TSC directly. I have followed the sequence 1-2-2-6-1, case #, 1-3-4, but it was actually went to the National Service Center. There was no choice such as VSC press x, TSC, press x. Can someone share how you actually got TSC?
