SOS! j1 waiver almost 2 months, still no information on DOS!

I applied for j1 waiver on april 9th. my money was cashed on april 13th. Until now there is no information about my case, is that normal?? I called DOS on D.C, and the visa officer said that they did not get my case from st. louis. What can I do?
Please help me!!!
