B2 stayed over 6 months

My parents are applying for B2 visa for the second time. I wonder if there will be a problem as they stayed over 6 months last time, and even though they filed I-539 for extension, they never received any response from INS. Therefore they would not be able to provide any proof that they did not intend to stay longer than they should. Is it better to say they stayed just 6 month or it is better to be honest? Would you please share your experience? I need help urgently!
