She can do so by leaving US then reapply an F1 to enter again. She could have problem when apply a new F1 for she has a terminated one but we do have some student succeeded. If she succeeds, she would have 2 SEVIS numbers one is terminated, one is active for the new F1, which could make Immigration officer question her about the terminated one when she apply for other immigration status in the future.
