I really hate those people who spread rumors, including some newspaper.

This bill clearly says:
NEW CUT-OFF DATE FOR FAMILY VISA BACKLOG PROPOSED BY SENS. MENENDEZ AND HAGEL

He proposed the cut-off date for family based should be 01/01/2007, instead of 05/01/2005.
