to fight MTD. You are right that CIS has decided to play tough on Pro Se WOM plaintiffs since they looked so bad when (Dr.?) Emilio Gonzalez (to me he is just a joke how those key posts were assigned by this cabinet) attended the congress hearing regarding the fee increase proposal. He was grilled with questions such as nation wide litigations and asked how he could prove the fee increase will reduce the backlog at all if all problem came from FBI etc. They simply want to scare people away with the legal process. However, given the numerous successful cases by WOM/1447(b) plaintiffs, I think they are simply looking for more embarrassment by doing this way.
