USCIS letter: your case is currently under review ?

"You should receive a decision or notice of other action within 60 days of the date of the letter". Anybody know if it is true that I will receive a notice within two months?
my 140 approved. 485 has been pending for 8 months and did the outside-of-processing-time inquery 20 days ago. Will I receive the approval notice in two months? does this letter mean what they said or just a standard letter?
it gave me some hope. but maybe a fake one. please help everybody.
