This is incorrect.

What your friend encountered is the standard process. 485 beneficiary is not required to file job change notice if the job change happens after 180 pending days. USCIS may choose to RFE to get the job deion and employment verification to make sure the AC21 portability is valid.

As long as the job is in similar field and job pay rate is not significantly lower, nothing is needed when the 485 beneficiary changes job after 180 pending days.

In fact, when doing the job change under such scenario, one is suggested not to inform USCIS.
