fingerprint-help!

I got my fingerprint Code 3 September 2006 without being asked pay any fee.
Neither my layer nor the USCIS asked me to pay the fee. When did the start to pay the fingerprint fee? Recnetly i read some infomation here to mention the fee pay for fingerprint, I am very confused.
