Can I go back China to apply H1B in Beijing without AP?

Dear XBT and other friends,
I filed 140 and 485 two months ago. My H1-B visa has been extended until 2009. Can I go back China and re-enter USA via applying H1B in Beijing without AP? Many thanks.
