I don't think that J-2 is required to get waiver independently because J-2 is dependent (In fact, you can't do that). Once J-1 gets waiver, J-2 automatically gets waiver. I belive that as long as J-1 fulfil two-year home residence requirement, J-2 should be ok. Approval notice of my J-1 waiver in 2001 stated that imminent family members of J-1 were granted waiver. In case of asking for waiver approval, you may explain that to CIS officer.
