Prevailing wage for H1b transfer

Hi,
I am in a process of H1B transfer to a non-profit research Institute. However the prevailing wage from State is 15000k higher than what the organization offered. What if the organization doen't agree to meet the prevailing wage??? Can they still file the H1B transfer petition? Will they take back the offer??
