H1B 延期service center

H1B 延期申請遞出去後，收到律師的 receipt number ，上網發現我的材料在california service center，而不是nebraska service center，而我住在kansas。請問這正常嗎？去年找了個總部在加州的工作，california service center給批了h1b ，後來又決定不去了，並要新公司給cancel了。
難道這是原因？
