1. You don't have to go "expedited" procedure for H-1 transfer. When the second company files your H-1b petition, you can go and work for it. "File" means the second company sends out your petition, and you don't even have to wait your receipt.

2. You have to make sure that your six-year H-1b cannot be extended unless you I-140 has been approved. Submission your GC application is not the condition for H-1 extension.
