Call USPS customer service and emphasize the importantance

of this delivery and why it can not be returned. Insist to talk to the supervisor and higher officials until it gets resolved.

On the side note, my tax file sent over to Austin, TX also experienced a long delay (about 10 days) from arriving Austin unit to delivered to IRS. Maybe just a tax season mail rush?
