I miss my daughter

I am a H-1B holder. But my daughter got refused when she applied H-4. The VO didn't give any reason but told my daughter to ask me to go with her next time. How is that possible? I know the situation well. I need to re-apply if I get back to get her and they may refuse me too. How sad I am! I am a single mum. Both my daughter and I need each other so much. Could anybody give me some suggestions what I should do next? Is it any requirement to wait for a period of time before my daughter can apply again?
