h4 pending can transfer to H1?

hi. my company layoff me in the end of Feb. I filed H1 to H4 (my spouse is on H1 now) on the middle of Last month. Right now I was offered a job by another company. Can I submit application for my new H1 now. Somebody telled me that I couldn't send my H1 application until my H4 approval. It is ture?
