Welcome input: are state government jobs subject to H1B annual c

This year H1B is a big issue for every foreign national who tries to find a job in US, due to the annual cap status. I noticed there were a lot of job openings (professionals, engineers, specialists, and technicians) at a lot of state (GA, FL etc.) governments and their departments or divisions s (GA, FL etc).

My qestions are:

Are we eligible for the state governmental jobs (not federal government)without a GC?
Are these positions subject to the H1B annual cap?
Is there someone who is in this forus and works for state governments and their division with H1B visa? If you are, please drop us a line.
