I have no idea about that. I am a Post-doc. From my own experience, I am lucky that I happen to get to know several big-shots through my boss. I believe their supporting letters helped me a lot since my publications were not that strong. I personally have not heard any successful stories of PhD students with NIW. But a couple years ago, one of my friends got her NIW approved when she was still in graduate school. Good luck!
