J-1 waive 可以由律師辦理嗎

根據領館網頁：

J-1 waive 隻能由本人辦理。但公司律師要由他們辦，這樣可以嗎？
另外，我在NJ, 公司總部在California,他們應寄給NY領館, 還是舊金山總領館？
現在辦J-1 waive需多久？
