請問小白兔以及大家，H1B transfer 六個月 還沒有批

去年 十月中旬遞 的H1B Transfer，三月份 律師 給 移民局 inquire， 受到 回信說 他們 在 actively processing, but need additional review. 請問這種情況 移民局的信是 什麽 意思， 最壞的 結果 是 什麽 。多謝了。
