OPT期間H-1B生效前可以申請綠卡嗎

請教XIAOBAITU和各位朋友：

我還沒有去公司工作，目前是OPT期間H-1B要到10月生效，請問現在可以申請綠卡嗎？
還是要等到去公司之後再申請？

另外要不要等到10月之後H-1B生效之後再申請？

F-1申請會有什麽潛在風險嗎？

還有，如果我自己申請了NIW，那麽可否讓公司同時申請Eb2？
