It means CIR will not passed until 2009? Demo is facing pressure from hispanics. EB will get relieved more or less once illegals pass. Under Demo control, EB quota will ride on illegals' bus.

Demo supporters, who have concerns on CIR: Hispanic & Union

Rep supporters: companies & conservatives (many of them vote against all the immigrants)

If Dem has the power, immigration (for both legals & illegals) quota will increase, but the EB (H1/GC)procedure will be tougher (I agree with XBT on it, but I still expect EB quota will go up).

I donot think NC procedure will be restored to the old one (security is 1st priority regardless), but existing NC problems could get a relief to some extent under DEMO.

The key month is OCT.
