It's not uncommon for citizens of western countries to get B, F visa with immigration petition filed or spouse of a GC holder,...but before the 485 or Consulate notification stage. So, if you do show very strong tie to Canada, it is still possible to renew TN after I-140. But most China born and raised Canadians in this forum who rarely lived, ever worked in Canada should not risk it.
