有關H-1B1 簽證（夫妻)

I read an email from an immigration attorney talking about if one of the couple already get H1B1 visa then the another person( hu*****and or wife ) will be cap exempt. Is anyone have the some situation?

My H1B1 application was sunmitted too late and the quota has been used up. I want to know this is true or not. If anyone can help me out? I will appreciate that. Thank you so much.
