3 urgent questions about Canadian immigration, Help please, Than

I have 3 questions about Canada immigration:

1. Is it required to all work experience reference or only within 10 year?

2. Some of my work experience reference letters are in English although they are from China. Do I have to them in Chinese and together with an English translation?

3. Any place to get fingerprint card in Boston, MA? I called local police department and they said they only have the fingerprint card for the arrested only.
