和我見麵的是congressman Ciro Rodriguez.
剛剛見到了議員，握了個手，拍了幾張照片後就開始說話了。沒有意料到的是，旁邊有
至少4－5台攝像機。local news的是一定有，不知道有沒有national news的。我這人
膽小，想反正材料都打印好了，直接把folder都交給議員就走人了。
我和議員說有很多公司販賣工作簽證導致工作簽證的名額不夠用，真正需要的人拿不到
，倒是一些根本沒有qualification的人全被販賣到美國來了。我說我作為一個國際學
生，覺得這樣的移民法有很多漏洞。說我整理了一些材料，希望議員能夠批閱，然後把
情況反映到國會上麵去。
議員聽我這麽說，拉著我坐下來，請我具體講。我馬上就想，這下完了，說不定要上 8
o'clock news了，不過既然他拉我和他說話，我倒也不好拔腿走人。就坐下來和他說
了十幾分鍾，簡述了ICC的流程，以及他們的做法對於美國經濟的危害和對於美國大公
司的影響。然後他讓助手把聯係方式給我，又留了我的聯係方式。
剛到家，寫個流水帳對大家和回帖的朋友有個交代。
我是這麽想的，國會也就幾百號人，如果我們每個人能給你所在地區的議員都反映情況
的話，那麽他們下次開會的時候就更容易達成共識，更容易立法或草案的時候符合我們
中國留學生的利益。希望大家都和當地議員聯係。

1. Please expain in English in detail the operation procedure of ICC
2. Names of the Indian ICC companies, as many as possible so that congress
can pass that info to government agencies to investigate
3. Work visa law reform suggestions 我看到前麵一些帖子，總結了下麵一些，希望

a, Have US diploma. Online diploma doesn't count.
b, H1-B visa holders can not exceed 40% of total employees
c, Proven ICCs should be shut down, owner prosecuted, employees'
visas revoked
d, H1-B sponsor companies should provide benifits to work visa
holders.
e, H1-B holders can not work for third party companies full time.
Max half time.
f, Increase visa quota to 125,000
4. Problems current ICCs are creating
a, Less ligit and legal companies will be willing to hire foreign
employee, due to the fact visa is not guarantees.
b, ICCs are treating visa as a selling business. Paying abnormally
low wages to visa holders in their control, it does not make US look good in
front of the international human rights association
