I received all I-797C but not my daughter's, why?

A while ago, love9999 said even children need to take biometrics.

I received all other family members I-797C, Notice of Action for biometrics, but not my daughter's. She is only 11 years old.

Is it possible applicants under 14 don't need to take biometrics?
