If for EB3, it seems so. Not only for India or China born. A lot of Mexicans in EB3 LC backlog center, unless Mexico got isolated for its own per country limit, EB3 will go slow for the rest of the world.

But still current if you qualify EB1. Or for non-China born for EB2.
