請教小白兔: H1B, 急, 急, 急!!! 非常感激!!!

我在2001年10月layoff, 現在是F1身份, 剛剛得到一個offer, 準備重新申請H1B,律師說我從layoff到現在不到6年,而且這其間沒有離開美國, 重新申請H1B不許要配額. 請教小白兔, 我申請H1B是否需要配額? 這6年是如何計算的? 非常感謝您的幫助!!!
