The key is not whom you wrote to, but what do you want.
In your letter, do not present yourself as a loser:
like you are beating by FBI,
your painful feeling,
asking mercy (sympathy) etc,
instead, be positive all the time:
like FBI is beating you,
What damage it has caused to you etc.
and you are willing to fight back, with your powerful weapon (WOM), because you are right, they are wrong: you might be weak, small, but justice is with you.
The same should apply to your "prayer" in your wom. I think this is the most important part in the WOM filing. And remember you started a fight in court, you got to be strong and finish it.
