Without J-1 waiver, alien can not get I-485 approved

instead of H1. Getting H1b is not necessary to get waiver.
From her letter, 老公不久準備回國，但是我想在美國讀書或者在實驗室工作，雖然目前的J2身份可以讀書工作，但是老公回國我就沒辦法了。請教各位，我可以轉J1或者F1嗎？I can understand that she did not mean she wants to get waiver because it needs a long time.
