question on traveling to Canada

I heard that there's a rule regarding travel to Mexico and Canada to re-enter on expired H1B Visas if they have a valid, unexpired Form I-94, passport and are absent from the U.S. for 30 days or less.

does somebody know where I can find the formal artical/rule in an official website?
