where to file EAD

My I-485 was transferred from VSC to TSC. I read the instruction of I-765, it says that I should file application at the same service center where I ted I-485.
However, a lot of people here said that it should be filed to where I-485 is handled (Texas Center).
I am confused, where should I file my EAD application?
