H1B Renewal pending after I140 approved

My H1B renewal is pending for over 4 months! who knows why? and how can I complain?
And if the renewal is proved, can I go abroad and apply new visa stampt in US consulor? I heard the renewal visa is only valid during your stay in US, can't go abroad....

Who can help me would be highly appreciated!
