What is wrong with USCIS?

What is wrong with them?
I sent my application materials to TSC and got the tracking information like that


We attempted to deliver your item at 11:11 AM on March 21, 2007 in MESQUITE, TX 75185 and a notice was left. A second delivery attempt will be made.
