To Xiaobaitu and the experienced people again

My son is a Canadian citizen. He worked in the US for one year with TN visa. He will go to Pharma D. program in UNC. Although he meets North Carolia (NC) one year residency requirement for in-state tuition, he has to pay out-state tuition because F-1 visa holder cannot show evidence to live NC indefinitely. My question is: can Canadian citizen study in American Pharmacy school with other visa except F-1 visa? What visa can Canadian citizen use for study purpose in USA? Sorry, bother you again. I greatly appeciate your help.
