in other words, I do not necessarily have to apply for a visa?

Then, what does this mean "applicants will only be able to re-enter the United States if they are found eligible for a new visa and actually have the visa stamped in their passport."?

I know I will be eligible for a new visa (hopefully!!). but if I do not apply, I won't have a new visa stamped in my passport!
