bail bond at 25 million

You can check the bail record, either you have a typo or it is a record high. The bail is as high as some punitive damage award (when found liable) and no newspaper report about it? bail set at 25K or 250K will be reasonable.

Terrorist suspect post no bail, DOJ can also hold him (a foreigner) without trial as long as they want. No need for them to set a record high bail and attract the media.
