case just been transferred, shall I sue USNIS now

My I485 has been pending since 2002. I have done finger print three times, renewed EAD four times. I am preparing to sue INS soon. However, I just received a notice saying my case was just transferred to NE center from CA center. Shall I wait for a while to see what will happen or sue INS as planned? Thanks
