(1) get package from Federal district of your state
I called them and ask for Pro Se package, then they mailed the package

2. prepare the complaint, fill out all other forms, collect all evidences (I am at this stage now).

3. send back package to Federal district court, they will put case number on the civil cover sheet

4. send copies(stamped summon) to all defendants

5. collect return receipts to court, and attorney office(represent the govement),

6. call attorney office for opions, or wait for court to decide ?
