do I need to change H4 to F1

I am a H1 holder, and my son has a H4. Next year he is going to college. With H4, he dosen't have to pay out of state tuition in University of Califorina. But he will become 21 years old in less than two years. I have applied for green card and my I-140 has been approved in July, if my I-485 can not be approved before my son turn to 21, what status he will become?
Does he have to change to F1 even we have the I-140 approved, can he still enjoy in-state tuition?
