A letter from FBI, if it means my NC clear?

A review of the FBI's Name Check Program database revealed that your request, received from the USCIS on March X,2005, was processed and finalized on Feb.XX,2007. The results were forwarded to the USCIS Headquarters,Washington, D.C.

My question is if my NC is clear, why FBI didn't directly forwarded the results to TSC?
