help for compalin to car repair

I am in AZ, USA. My car was repaired by Midas. I was told my Struts need to be replaced. They replaced my four Struts. They told me that they used brand new struts. Before replaces struts, my car was working ok. After repaired, my car had made noise every time in turning. I had checked the car in other four shops, and they told me the struts was very old and need to be replaced.I changed struts in other shop, and the problem is solved. I want Midas return my money, but they refused to do so. I think I should go to a department of the government to complain, but I don't know which department is responsible to it and how to complain
My wife want to go the shop next week to distribute the leaslets and tell people not to repaire their car at that shop, is it ok?
