You can apply H1-B visa in China. But you need the employer's document in hand, say offer letter.

By the way, hong long in advance to renew H1B? Someone told me one can only do it 3 months before expiration. Is it true? But it seems that you do it 4 months in advance. I am confused. Thanks.
