Adoption is one thing. Adoption in order to get US immigration benefit is another.
Of course you can adopt, but for US immigration to recognize the adoptee is eligible for the petition you file immediately after adoption, the child needs to be an orphan and arranged through the Chinese central agency. Or if you adopt a child that you pick, you need to wait and live with the child for two years before you can file for the child.
