I received fingerprint notice from USCIS once a year while my 485 stuck in name check for 2.5 years.

No matter how many fingerprints you've gone through, you will receive the FP notice from USCIS every 12 months as long as your 485 is still pending.

Having FP completed has nothing to do with name check completion.
