I saw my friend's Waiver repceipt from Texas Sevice Center. It says:

Case Type I-612, application for waiver of residence requirment

Fee Waived.

Anybody know what documents State Department send to CIS ? It looks like that the State Department send some documents that makes the CIS waive the fee and maybe also the I-612 form.

Anyone has some idea?
