求教小白兔等高手：墨西哥H4簽證

我LG的OPT3月底結束，準備下個星期交H4申請。
現在我們準備4月底去墨西哥簽證，方便五月回國。
請問：如果4月底他還沒有收到H4批準的通知，墨西哥使館會不會給H4簽證？
請不吝賜教！！
