The other way arround. My Dad who is in Beijing called the embassy to make an appointment for me. All they need is passport number and name. My dad got all the information, so I guess they speak clear enough. By the way, he dialed from home phone the whole morning and couldn't get through, but he only tried 4 or 5 times on his cell phone and got connected. Oh, last time, when my parents came to visit, they called from the payphone in Beijing Gong1 An1 Ju2, and got through right away.
